Thematic Groups

Digitalisation

The Digitalisation thematic area focuses on harnessing technology and digital infrastructure as drivers of inclusive socio-economic transformation in Kenya.

Through investments in optic fibre connectivity, last-mile internet access, public service digitisation, and digital skills development for youth and women, this working group advances a human-centred vision of the digital economy.

It also engages with the policy and regulatory environment covering data governance, cybersecurity, artificial intelligence, and digital democracy to ensure that Kenya's digital transition is equitable, secure, and grounded in strong governance frameworks.

Green Transition

The Green Transition thematic area addresses Kenya's climate resilience, clean energy, and sustainable infrastructure needs within the broader Africa-EU cooperation agenda.

It brings together investments in renewable energy — including geothermal modernisation and regional power interconnectors alongside transport infrastructure such as the Nairobi Bus Rapid Transit system and trade corridor improvements.

The working group also engages with climate adaptation strategies, environmental sustainability, and green growth initiatives, recognising that the transition to a low-carbon economy must support livelihoods, strengthen resilience in vulnerable communities, and contribute to regional integration.

Governance, Peace and Security

The Governance, Peace and Security thematic area covers the full architecture of democratic accountability, rule of law, and institutional integrity in Kenya.

It encompasses electoral reform and civic participation ahead of the 2027 General Elections, support to the justice sector including courts, police, prisons, and anti-corruption institutions and Kenya's regional peacebuilding role in the Horn of Africa and beyond.

The working group also engages with devolution, public finance management, legislative reform, and the digitalisation of public institutions, anchored in a commitment to open governance, human rights, and people-centred service delivery.
